Appointment of Acting Road Safety Camera Commissioner

Following from Mr Stephen Leane APM’s appointment as Interim Chief Executive Officer for the Emergency Services Telecommunications Authority (ESTA) in October 2021, the Office of the Road Safety Camera Commissioner is pleased to welcome the appointment of Mr Neville Taylor APM as the Acting Road Safety Camera Commissioner.  Neville is a distinguished former Acting Assistant Commissioner in Road Policing Command for Victoria Police and brings over 40 years of policing experience to the role.  In 2019, he was awarded the Australian Police Medal.

In his former role as the head of Road Policing Operations, Neville was instrumental in enhancing the visibility and mobility of police officers in relation to community education and attitude change towards high-risk driving.  He also oversaw the development and implementation of the change management strategy to professionalise policing based on the Safe Systems model for road safety in Victoria.

Neville represented Victoria Police at a number of local, national, and international forums including as a delegate for the Chief Commissioner of Police on the Victorian Roads Freight Advisory Council, as a representative on road policing for the Australian and New Zealand Policing Advisory Agency (ANZPAA), and as a Victorian Government representative for the 2010 United Nations Global Road Safety Conference held in Geneva, Switzerland.

The staff at the Office of the Road Safety Camera Commissioner would like to thank Mr Sean Carroll, Victoria’s Racing Integrity Commissioner, for taking on the Acting Road Safety Camera Commissioner role at short notice in late-October 2021.  His calm stewardship during a period of change was greatly appreciated.  It is anticipated that Stephen Leane will return to his role as the Road Safety Camera Commissioner after he completes his tenure at ESTA.

Despite changes over the past few months, the Office of the Road Safety Camera Commissioner continues to carry out its important functions to ensure the public retains confidence in the accuracy, integrity, and efficiency of Victoria’s road safety camera system.
